I graduated in law in 2000. Until 2004 I worked with a law firm specialized in law for service procurement by public administrations. I worked also with ASSTRA and UITP. I worked as an intern for five months at the Council of the EU (DG Tran), as an intern at the Italian Antitrust Authority for nine months (DG comp).
In 2003 I passed the bar exam, in 2004 I completed my PhD in public law and won the competition for the AGCM official.
In AGCM I have been the case-handler in numerous proceedings for the detection of cartels (wood derivatives, professionals, motorway services, cosmetics, public procurements etc.). Many of these procedures were based on leniency applications.
At the same time, I have become an internal reference point for discussions of all issues related to the evolution of regulation and the liberalization process of local public services. Between 2009 and 2013, I was often delegated by the Authority to attend meetings with the Government to examine draft Regulations on local public services.
In the last 15 years, I have given lectures at several Universities for Master courses and I have been a speaker at numerous conferences and seminars on regulation and competition in local public services and antitrust law.
Between July 2012 and December 2014, I served as the Deputy Director in the AGCM Department that exercises investigative powers in the local public services sector and the new powers of “reinforced” advocacy recently instituted by the law.
Between January 2015 and December 2016 I was legal advisor to the general director of DG competition and provided support to the sectoral directorates in investigation proceedings and other proceedings aimed at promoting competition within public administrations.
Since 1 January 2017 I have been working as a competition, regulation and State Aid expert on the special technical board instituted by the Transport Ministry with decree n. 194/2015 for the development of infrastructure and transport systems.
